BIGGS, Butte County — October 24, 2026. Biggs residents have a new council agenda to examine before officials meet later this month. The city’s official 2026 Agendas and Minutes archive lists a October 27 Regular Meeting Agenda, alongside the October 13 packet and previous meeting materials.

Where council decisions are discussed

The municipal archive describes Council Chambers at 3016 Sixth Street, Biggs as the normal venue for council meetings, unless an individual agenda states otherwise. The page currently describes a start time of 5 p.m. for regular monthly meetings. Anyone planning to attend October 27 should verify the exact meeting time and room on the specific posted agenda rather than assume that a general web-page schedule cannot change.

How the city publishes notice

The City of Biggs says agendas are placed on the Council Chambers window and on a Post Office bulletin board at least 72 hours before a regular meeting and at least 24 hours before a special meeting, in line with the state’s open-meeting requirements. This provides a physical notice route as well as downloadable documents for people who follow decisions remotely.

There is an important distinction between an agenda item and an enacted city action. A proposed contract, fee change or ordinance may be discussed without being adopted. The October 27 agenda can be used to identify the subjects scheduled for consideration, but decisions must be confirmed through actual votes, resolutions and the appropriate minutes.

When are minutes available?

The city says meeting minutes are posted after council approval, not necessarily immediately after the meeting. Its 2026 archive includes links to earlier minutes, helping residents compare proposals with recorded decisions over time. People seeking documents may contact the City Clerk at 465 C Street or by telephone at 530-868-0102.

Why this matters to a small city

In a community that operates its own municipal electric and water services, local government decisions affect utility customers as well as taxpayers. Residents should be able to inspect upcoming matters and completed records without relying on rumors about what officials supposedly approved.
