BIGGS, Butte County — October 24, 2026. Biggs has opened a procurement process intended to bring independent outside review to the city’s financial statements. An August 14, 2026 Request for Proposals invites qualified certified public accounting firms to perform auditing services for fiscal years ending June 30, 2026, 2027 and 2028, with the option of two further one-year extensions.

What the city is asking accountants to review

The municipal announcement describes review of the city’s annual financial statements, a Single Audit when applicable, and communication of audit findings, recommendations and other services in the RFP. A Single Audit is a specific form of review related to qualifying federal awards; it should not be assumed necessary in every year without looking at the city’s federal expenditures and legal requirements.

How this affects local taxpayers

Biggs operates its own municipal electric, water and sewer utilities in addition to maintaining streets, parks, drainage and city facilities. Financial controls for an enterprise utility can differ from the general city budget, so understanding the scope of independent auditing matters for residents who pay both local taxes and utility bills. The Public Works Department says the city maintains approximately 16 miles of streets and five parks, alongside water and wastewater systems.

What remains unknown

The existence of an RFP does not establish that a firm was selected or that particular findings have been issued. The city may publish amended instructions, evaluation results, meeting approvals and ultimately completed audit reports. This article does not assign a project price, accuse officials of mismanagement or present an unissued audit conclusion as fact.

How residents can follow the contract

Residents may review council records to learn which firm, if any, was retained; compare the delivered reports with the state-required local financial reporting schedule; and examine whether material recommendations are addressed. For procurement documents contact Biggs City Hall at 465 C Street or its published general telephone 530-868-5493.
